Webinar on Standards, Labels & Certifications for the Circular Economy of Plastics

The Quality Infrastructure Council of the Americas (QICA) and the Circular Economy Coalition for Latin America and the Caribbean organized a webinar titled "Standards, Labels & Certifications for the Circular Economy of plastics", held on March 23, 2023. 

It was very successful, 350 persons joined in to learn from experts about experiences in the region!

The webinar included interesting presentations by panelists and experts on their experience of Certification programs and labels, focused on Circular Economy in plastics, in Argentina and Colombia. Also, the first mapping of labels and Conformity Assessment programs regarding Circular Economy in Plastics, in the Latin American and Caribbean region.

The Quality Infrastructure Council of the Americas (QICA) is made up of the Inter-American Accreditation Cooperation (IAAC), the Inter-American Metrology System (SIM), and the PanAmerican Technical Standards Commission (COPANT)

IAAC has new leadership

IAAC held the XXX General Assembly annual meetings in Antigua, Guatemala, from August 12-19, 2022.  This is the first General Assembly that IAAC carried out in a hybrid way with the largest participation in IAAC history if we count the face-to-face and virtual participants. A total of 120 representatives of accreditation bodies and conformity assessment organizations in the region attended. It was the first IAAC meeting held in person since March 2019 when the pandemic began more than 2 years ago. The Certification, Inspection and Laboratories subcommittee members held discussions about technical topics of interest for the region.  The IAAC MLA Group reviewed the remote peer evaluation reports and the MLA Committee discussed ways to improve the MLA process and the extension of new IAAC MLA scopes.

On August 19, 2022, the General Assembly members unanimously elected Andrea Melo of Cgcre, Brazil, as the new IAAC Chair for the term 2022-2024.  Andrea held the position of IAAC Vice-Chair for the past four years, so she is very familiar with the region’s needs, strengths and challenges.  Andrea has been actively involved in the development of key policies and the IAAC Strategic Plan.  In previous years, Andrea served as Vice-Chair of the IAAC Technical Committee and IAAC Certification Bodies Subcommittee Chair.

At the international level, Andrea was the IAAC representative at the IAF Technical Committee and at Working Groups related to certification. Until last year, Andrea served as the IAF Development Support Committee Chair.  Andrea has also been a member of the ISO/CASCO Working Groups 29, 30, and 42 on behalf of her Accreditation Body.

Andrea is based in Rio de Janeiro and has been the Head of Division for the Development of Accreditation Programs at the General Accreditation Coordination (Cgcre) of Brazil, since 2010.  Ms. Melo joined Cgcre in 2002 and has held numerous positions of increasing responsibility.  Ms. Melo is a Doctor of Science in Physics from the State University of Rio de Janeiro, Brazil.

As IAAC Chair, Andrea is committed to leading IAAC and its members to the forefront of the international accreditation arena in support of IAF and ILAC, as an agile international driver of Multilateral Recognition Arrangements that bolster a superior Quality Infrastructure in the Americas and improve confidence in accredited Conformity Assessment in the region.

UL of Mexico new IAAC Stakeholder member

IAAC warmly welcomes UL of Mexico as a new IAAC stakeholder member.  UL of Mexico is a conformity assessment body accredited by the Mexican accreditation body (ema).  The website of UL Mexico is https://www.ul.com.  UL of Mexico was accepted as an IAAC Stakeholder member on August 19, 2022.  IAAC stakeholders are an important voice for the development of accreditation in the region.

IAAC warmly welcomes CUEC as a new IAAC stakeholder member.  The Camara Uruguaya de Evaluadores de la Conformidad (CUEC), is an association of conformity assessment bodies of Uruguay, its partners are certification bodies, all kinds of testing and analysis laboratories for the quality control of industry and services. CUEC has regional agreements, for example with COECRA (Chamber of Conformity Assessment Bodies of the Argentine Republic) and with ABRAC, the Brazilian Association for Conformity Assessment.  The website of CUEC is www.cuec.org.uy.  CUEC was accepted as an IAAC Stakeholder member, via electronic ballot, as of July 22, 2022.  IAAC stakeholders are an important voice in the development of accreditation in the region.

CLSAB of Canada - New IAAC Associate member

CLSAB_new_associate_memberOn May 26, 2022, the IAAC General Assembly approved, via electronic vote, the associate membership application of Canadian Lumber Standards Accreditation Board (CLSAB).  CLSAB is an accreditation body based in Canada, for more information see their website at https://www.clsab.ca/

The Canadian Lumber Standards Accreditation Board (CLSAB) is a federally registered non-profit organization responsible for ensuring that “Canadian Standard Lumber” is accurately graded and identified in accordance with CSA-O141 Softwood Lumber as required by the National Building Code of Canada.  In addition, the CLSAB provides oversight in the delivery of specific Canadian Food Inspection Agency (CFIA) Forestry Directives.  One of CLSAB's main roles it to accredit and supervise lumber grading agencies.

June 9, 2022 is World Accreditation Day (#WAD2022), a global initiative established by IAF and ILAC to promote the value of accreditation. This year’s theme is Accreditation: Sustainability in Economic Growth and the Environment.

IAAC held a virtual event to celebrate World Accreditation Day #WAD 2022 with the participation of keynote speakers of IAF, ILAC, APAC, ISO/CASCO an Accreditation Bodies of the region, who addressed the theme of how Accreditation supports sustainable economic growth and the environment.  The event was well attended with over 450 participants.  The IAAC WAD event was held a day prior to the actual WAD date, which allowed more participation without competing with other WAD celebrations held throughout the region. Why do we celebrate World Accreditation Day?

Accreditation, in collaboration with other quality infrastructure institutions including metrology, standardization, conformity assessment and market surveillance, provides the technical foundations that are critical to the functioning of developed and developing societies. It is an enabler for industrial development, trade competitiveness in global markets, efficient use of natural and human resources, food safety, health and environmental protection.

This year’s theme, Accreditation: Sustainability in Economic Growth and the Environment, aims to draw attendtion to how accreditation and conformity assessment provide global solutions for global issues.

During these challenging times, our interconnected world is facing several disruptions, supply chain issues and product shortages, rising food and fuel prices, energy overconsumption and dependency on fossil fuels, and an alarming climate crisis that is felt globally.  Our reality is complex, and our countries and governments try to adapt quickly to overcome obstacles and find new solutions, however, climate change has been a key issue that has not been sufficiently addressed and is only getting worse.  The current economic models are based on the indiscriminate use of resources at an increasing pace, to the detriment of our environment.  A more inclusive and sustainable industrial development needs to be implemented by our countries, so that technological solutions contribute to an environmentally sound industrialization.  We should not strive for an accelerated progress at the expense of the environment.  Economic growth objectives should be based on sustainable goals and principles, while safeguarding the environment.

Accreditation plays a critical role by providing a wide variety of schemes that help to protect the environment or to reduce the use of energy or to use it more efficiently.  Accreditation bodies in the IAAC region offer accreditation programs that help to monitor emissions of greenhouse gases using the ISO/IEC 17029 standard, ensure that environmental management systems are certified by accredited bodies in conformance with international requirements using the ISO/IEC 17021-1 standard, and contribute to the development of a circular economy, using a combination of accreditation programs that comply with several standards. Accreditation schemes also play a part in the development of energy efficiency products and systems, and in assessing energy management systems.  To protect our biodiversity, some IAAC members have implemented the PEFC scheme for sustainable forest management under ISO/IEC 17065.

As an internationally recognized region, IAAC manages the IAAC multi-lateral recognition arrangements in 11 main scopes and 9 subcopes so that test results, certificates, inspection reports, are performed once and accepted everywhere.  This means that all IAF and ILAC arrangement signatories accept each other’s accredited results.  Having confidence in accreditation by all stakeholders is key. IAAC performs peer evaluations of its MLA signatory members which are carried out by peer evaluators from other signatories, this way the evaluations ensure that accreditation bodies are complying with the international standards and requirements and that the MLAs can be trusted.

Accreditation is useful for governments and regulators to implement national policies aimed at meeting the United Nation’s Sustainable Development goals.  IAAC and its Accreditation Body members are involved and contributing to the SDGs in each of the countries in the Americas.  Together we will continue to work within our region to make Accreditation and conformity assessment better tools that provide global solutions for global issues.

Case studies and research on the recognition of the IAF MLA and ILAC MRA by governments and regulators are available from the Public Sector Assurance website. This website a collaborative initiative of the INetQI members is currently being updated with a significant number of new case studies collected in support of the WAD 2022 theme – Accreditation: Sustainability in Economic Growth and the Environment.

The Business Benefits website, also another successful collaboration of the InetQI partners, is a reference website designed to demonstrate the monetary value of standards, conformity assessment and accreditation for businesses.

On April 1, 2022, the IAAC General Assembly approved, via electronic vote, the associate membership application of Sociedad Internacional de Acreditación - International Accreditation Society (SIAAC) of Mexico.  SIAAC is an accreditation body, for more information see their website at https://siaac.org/

SCC - IAAC MLA Signatory for ISMS Certification Bodies

IAAC congratulates Standards Council of Canada (SCC) for achieving IAAC MLA signatory status for the subscope of Information Security Management Systems (ISMS) Certification Bodies.  

On January 21, 2022, the IAAC MLA Group agreed via electronic ballot that the SCC be accepted as an MLA signatory for the sub-scope of Information Security Management Systems (ISMS) Certification Bodies (Main scope: Level 3: ISO/IEC 17021-1, Level 4: ISO/IEC 27006, Level 5: ISO/IEC 27001).

EMA - IAAC MLA Signatory for ABMS Certification Bodies

IAAC congratulates ema for achieving IAAC signatory status for the MLA subscope of Certification Bodies of ABMS.  On December 17, 2021, the MLA Group approved via electronic ballot that the entidad mexicana de acreditacion (ema) of Mexico, be accepted as an IAAC MLA signatory for the sub-scope of Anti-Bribery Management Systems (ABMS) Certification Bodies (Main scope: Level 3: ISO/IEC 17021-1, Level 4: ISO/IEC 17021-9, Level 5: ISO 37001).

Objective:

The project encourages the cooperation of regional quality infrastructure organizations, namely the Pan American Standards Commission (COPANT), the Inter-American Accreditation Cooperation (IAAC) and the Inter-American Metrology System (SIM) along with their national membersin the field of the circular economy. They will strengthen their technical competencies and in addition stakeholders of the circular economy will be sensitized on the benefits of the quality infrastructure.

Approach:

Many countries in Latin America and the Caribbean have achieved considerable success in their economic and social development in recent decades. However, economic growth has so far been associated with high social and environmental costs and caused high energy and resource consumption. This exacerbates the numerous environmental problems in the region.

In order to solve these challenges in the long term, a shift from a linear economy to a circular economy is required. Applying the circular economy concept increases the resource efficiency of economic activity through waste prevention, repair, reuse, remanufacturing and recycling, thus minimizing use of resources. For the transition towards a circular economy, supporting services of the quality infrastructure are necessary.

The contributions of the various components of the quality infrastructure - standardization, metrology, accreditation and conformity assessment - are important prerequisites to support research for new materials and products, develop innovative technologies and to determine reliably and comparably the environmental impacts of production and consumption patterns.

Sectorally, the project focuses on the promotion of value-added cycles in food, plastics and construction and aims to identify and strengthen the potential contributions of quality infrastructure within these. The regional focus will allow the experience of working from individual value cycles to be expanded.

The project is implemented with the Organization of American States (OAS) as the lead political partner and the regional quality infrastructure organizations: COPANT, IAAC and SIM which constitute the Quality Infrastructure Council of the Americas (QICA), as the technical project partners.

 

Impact:

The project seeks to strengthen the competences of the quality infrastructure, which are needed for the development of services in the field of circular economy. To this end, the cooperation and networking of the actors in the quality infrastructure and the circular economy will first be promoted and monitored.

Through events and publications like policy documents, strategies and documents from sector initiatives, the project conveys to decision-makers from politics, private sector and civil society the relevance of quality infrastructure for sustainable development.

By the end of the project, the quality infrastructure institutions should be able to support the circular economy through new or adapted contributions like tailor made consultancies, normative documents, tests, calibrations and certifications.

The project coordinates its activities closely with other donors active in the region in similar working areas.
